----------------By order of the Prince Regent, It is declared that hereby and henceforth, Mr. Michael Avery (Oyon) is given the following privileges as defined on the following pages.

----------------Mr. Avery, if he so wishes:
Open carry in all Vindex land, territory, or buildings therein.
Enter, at his discretion all Government buildings, offices, installations, and facilities within VN
