Police Policy:
AG, and Police Chief are the only ones who may authorize the VIA Agents assisting in LEO duties.
If AG/PC are not online, or reachable- Deputy Police Chiefs may authorize such.

VIA may only detain, and place into custody at a police station. NOT at the prison. This will allow a law enforcement officer to take over the transportation, and custody dealings.
Station Sergeants, Deputies, Police Chief, Department Leaders, and -

Highest DOJ/VPD ranking officer online is in charge of the VIA in terms of enforcing the law, and assisting the VPD.
