Dawn Spear is the civillian operation that will form a team of Army and Navy soldiers to combat terrorism on the Vinish soil. They will be formed into the unit known as 'Blue Light' which is an operational branch of the Executive Department.

With this unit formation, Blue Light will have military professionals who can constitutionally perform operations on Vinish lands without a state of emergency ever being called. The only time Blue Light will be called upon is when intelligence services

from any civillian or military organization sees the suspicion of terrorism anywhere in Vindex. This unit will have the primary tasking out of any organization on Vindex to properly take care of the threat. Blue Light will only take part in operations if

the threat moves from a criminal action to a terrorist action. Thereby allowing operational control to Blue Light. Blue Light will not be limited to the amount of members it can have, but will recruit members from the Navy and Army services.

Skills of this unit will be in Special Operations, Raids, Hostage Rescue, and Special Reconnaissance by land sea or air. The main compenent of Blue Light will be assault teams but will be supported by intelligence staff.

I, The Vice President of the Vindex Nation, is directing the Admiral of the Navy and General of the Army to cooperate and form this unit to my standards. I want the most elite members of both branches to partake in this unit while also keeping this

discreete from anyone outside of the Executive Branch and anyone involved in the unit itself. Form the following:

and Administrators

Keep this unit classified as Top Secret. The VIA will involve themselves in training and helping with intelligence gathering. Blue Light will remain a unit that directly neutralizes a terrorist threat. Do not overstep your boundries.
