FORWARD
The purpose of this book is not to create unrest within the citizenship of Vindex Nation. Rather, it is to bring forward some serious issues within this country in hope to make this a safer place for all.

MEETING REALITY
My first encounter with official corruption came within my first few days as a new citizen. I had taken a job working as a receptionist at David's Law Firm. One lunchbreak I went into a local cafe where a man greeted me.

He asked me if I'd taken my driving test, then handed me a book and left before I could answer. I'd already passed my test, so I was a little confused. After opening the book, I realized why the guy was so secretive. It was a book of answers for the test.

Looking at the cover, I realized another horrible truth: The book wasn't even written by the man who gave it to me. The author was actually a police officer within VNPD. I handed the book over to my boss, a lawyer, who then turned it in to the police.

Imagine my surprise to find that officer still has his job.

Almost every day we see cops getting into squabbles with citizens, rebels, even each other. We recently had a bank gaurd willingly opening the bank at night to criminals. Some DEA agents are accused of keeping raided narcotics to resell themselves.

SWAT team members are stepping on the toes of the PD, responding to calls to make arrests when it's not thier place, then ignoring calls where they're needed. It's clear: Police corruption is a major problem in Vindex Nation.

I had the chance to sit down with an officer, who agreed to speak anonymously, about corruption in law enforcement. He spoke of a high-profile SWAT team member whom most citizens seem to trust.

"He's not what you think he is." Said the officer. "I saw him arrest someone just for hitting him with a pork chop."

Pork chop assaults are the least of law enforcement's troubles, however.

Citizens have been in outrage over many false or "accidental" arrests made across the nation. This is giving a boost to the rebel organization known as Pandorum.

Pandorum is responsible for many crimes, including drug trafficking, robbery, even murder. With corruption seen as deeply imbedded in the justice system, people are flocking to criminals. Even some law enforcement officials are accused of rebellion.

How do those with criminal tendancies even enter the force? Some officials blame exam cheating.

The law enforcement exams are notoriously hard. They are made of many different parts and it often takes a person days (and a lot of money) to take them.

The reason for this is obvious: Every person who enters law enforcement should be familiar with the laws, adept enough to understand them, and dedicated enough to protect the citizens.

However, cheating on exams is almost as rampant as corruption itself. (Probably even more so.)

Some officials I've spoken to say officers are giving thierfriends the answers so they can get into the PD and abuse thier powers.

I've personally witnessed new residents on the street asking for test answers, even offering money or drugs in exchange.

This has to stop. Not only is this overpopulating the departments of law enforcement, making it harder to organize, it's putting the safety of citizens in danger.

One solution is to make actual Professors for the college. Using experienced and dedicated personnel who know what they're doing to teach courses could deter honest citizens from the temptation to cheat.

Maybe we can even find a way to lock the most important, stringent positions until after potential recruits take classes. It may be strict, but it could relieve a lot of the corruption and abuse plaguing our great nation.

In conclusion, I would like to thank all the good, honest law enforcers who I've had the privledge to meet. I hope we can work together to make Vindex Nation at least a little nicer to live in.
