Preface:
In looking for better homes and more flexibilty, Secren's founders setteled down in a small plot of land. Over time, this land grew into a large wild base of a size rivaled by few. This charter reiterates the founding principles of Secren

and lays forth the basic truths and rights by which Secren shall oblige.

Article I
-------------------Secren is to be lead like a company. It's leadership will consist of a board made up of 5 permant members. The board will vote on all matters, where votes are resolved with the majority approval. The only exception is

amendments to this constitution, which will consist of the majority approval from a poll of all Secren residents. Voting will be based on responses given within a 48 hour time frame for all votes.

Article II
-------------------Any member of Secren has the right to pursue financial or other compensation for damages in the Secren court. The court of Secren is to be overseen by a Secrenian judge. Judges are appointed by the board, and require the

backing of two board members to serve as a Judge. If the remaining three board members unanimously disapprove of the judge's appointment, then they are blocked from being a judge, however as long as no protest comes from the remaining three board members

in the form of a unanimous 'no' vote, the nominee can become a judge.

Article III
-------------------Rules for residents of Secren are to be set based on a board vote. Any group of three Secren homeowners or any board member can create a draft of a rule that the board must vote on. Those who violate the rules must serve

jail time as set by a judge. Failing to serve the jail time will result in a fine as set by their contract.

Article IV
-------------------Immigration to Secren is to be heavily restricted. No member of Secren may release the coords of Secren, except for board members. Board members are required to have all new members of Secren sign a contract in the exact

wording of the official 'Contract Template' (the template can be copied onto an unsigned book and signed by the new member). Failure to do so results in immediate indisputable removal from the board for the board member who committed this offence. The

board member can only regain their position if they recieve unanimous approval from the remaining 4 board members before a new board member is voted in. To recieve the approval, they must also be nominated as a canidate for the board position by a sitting

board member, as defined in article VI.

Article V
-------------------Board members can be ousted with a unanimous vote from the other board members, or can resign on their own accord.

-------------------Appointment to the Board of Secren requires a nomination from a sitting board member, and majority approval from the board, unless the member was ousted and removed from the board previously, in which case unanimous approval

Article VII
-------------------It is mandatory for each board member to fill one of the following positions:
Head of Building - oversees all building in Secren. Is the only board member besides the Head Judge who can approve of new buildings and custom

building requests.
Head Judge - Has the power to fire judges and oversees judicial department. Acts as a judge if two or more judges seek compensation in the court.
Head of Forign Affairs - Manages problems Secren may face with

external forces.
Keeper of Peace - Manages the enforcment of Secren's rules and can hire peace keepers.
Head of Board - Manages the board, however has no more power than any other board member.

Deputy Head of Board - manages board in the absence of Head of Board
Head of Finances - Manages Secren's finances and insurance system

Article VIII
-------------------All Secren homeowners have a right to free home insurance. They can file an insurance claim with the Head of Finances. Other insurance claims for other finiancially taxing issues of which they are not liable for can be

sought in court. Head of Tresuary will deal out insurance money if the plaintiff wins the case.

Article IX
-------------------All residents within Secren have the right to equal protection under the law, regardless of race, religion, sexual orientation, or other factors. Violation of this article is punishable by banishment from Secren and a fine

not to exceed 100 million dollars.

Article X
-------------------This constitution can be amended with a majority vote by the people of Secren. The people of Secren include all members of Secren who were approved by the Secrenian board. The votes of the people are to be counted based on

votes given within a 48 hour time period. If victory for the amendment is guaranteed by over half of Secren's total population voting yes before 48 hours is up, than the voting can close early.
