1. Purpose.
The purpose of this document is to provide emergency
remedies for currently compromised security of government operations,
and to provide structure for future operations.

2. Executive Order 4600-5860.
This order shall grant unto the Vindex
Intelligence Agency (VIA) the authorization to implement and enforce
government intelligence security and structure standards as outlined herein.

a. Classifications
The VIA shall, in the interest of
maintaining national security, bear the right to issue security classifications unto documents and the contents therein.

classified by auxiliary or third-party offices bear no authority
beyond said office.

1. TOP SECRET
Unauthorized disclosure of such materials
could be reasonably expected to cause exceptionally grave damage to
national security.

2. SECRET.
Unauthorized disclosure of such materials could
cause serious damage to national security.

3. CONFIDENTIAL.
Unauthorized disclosure could negatively
impact national security.

4. PUBLIC TRUST.
Unclassified, but only released to those
approved by the VIA, and only those with a legitimate reason to
request access.

5. U/FOUO.
“For Official Use Only.” Unclassified, but
controlled.

Could cause limited and minor damage to national
security.

6. U/LES.
“Law-Enforcement Sensitive.” Unclassified, but
only to be disseminated to law enforcement entities.

7. U/PSS.
“Public Safety Sensitive.” Unclassified, but only
released to public safety entities.

8. UNCLASSIFIED
Unclassified and may be released, copied,
and discussed freely.

b. Reciprocations.
It shall be considered a felony offense to
attempt to access materials for which one has not been explicitly
cleared. Government officials attempting to do so shall be charged

with government espionage and possible treason, depending on the
nature of the documents, and charged by a Congressional hearing. It
shall also be considered a felony offense to disseminate materials

beyond their marked clearance.

c. Enforcement.
It shall be the responsibility of the VIA to
implement and enforce this order to maintain integrity of national
security. This may include the appointment of government officials

approved to issue clearances. To maintain integrity, it shall also be
disallowed for one to classify materials at a higher clearance than
that for which they are cleared. The VIA shall be the enforcing

entity, to the extent of approving clearances and clearance officers,
as well as investigating possible breaches of these orders.

d. Nullification.
These orders shall be null and void at such a
time when nullified and voided by the

Executive Office of the

e. Ensured Constant.
The POVN shall, at all times, bear the
highest enforced clearance.

f. SSIC.
For those offices bearing large volumes of documents,
the VIA may issue a Standard Subject Identification Code (SSIC) system
with which to label government documents to improve communications
between federal agencies.
