1. Purpose. The purpose of this proposed Executive Order is to provide the Vindex Intelligence Agency (VIA) with the authority necessary to suspend or terminate unauthorized government programs which actively and legitimately threaten

state security or ongoing VIA operations.
2. Executive Order 1101-1175.
a. DEFINITIONS.
For the purposes of interpretation and enforcement of this order, the following terms are explicitly defined.

(1) Unauthorized Government Program (UAGP).
An Unauthorized Government Program (UAGP) shall be defined as a government program which is not authorized in writing by the President of Vindex Nation

(POVN), Vice President of Vindex Nation (VPOVN), or a Cabinet member, and has not been suspended or terminated. The Vinish Army, Vinish Navy, Viridis Police Department, Vindex Department of Justice, Vindex

Department of State, Viridis Fire Department and Vindex Department of Health and Human Services in and of themselves are inherently not UAGPs, but programs created within them may be.
(2) SUSPENDED.
If a program is âsuspended,â

it can be reasonably assumed that it will eventually be reactivated within a reasonable timeframe.
(3) TERMINATED.
If a program is âterminated,â it can be reasonably assumed that it is to be permanently disbanded pursuant to

case-by-case procedures enacted by the Vindex Intelligence Agency.
b. AUTHORITY OF ORDER.
This order shall grant unto the VIA the authority to suspend or terminate UAGPs which are actively and

legitimately threatening state security, are actively violating state or federal law, are actively and legitimately interfering with ongoing VIA operations, or pose a legitimate risk which can be reasonably

expected to interfere with ongoing VIA operations.
c. SUSPENSION OF PROGRAMS.
In order to suspend a UAGP, it must meet at least one of the requirements described in Part B of this section. Suspensions of programs must

described in Part B of this section. Suspensions of programs must be issued in writing to the UAGP, and must be copied to any directly relevant superiors. All operations executed by the UAGP must cease immediately, and all personnel

shall halt work related to the UAGP immediately. Suspension periods must not exceed two weeks, but may be re-evaluated and renewed at such time. The VIA may issue additional suspension procedures on a case-by-case basis.

d. TERMINATION OF PROGRAMS.
In order to terminate a UAGP, it must meet at least one of the requirements above in a way which presents a legitimate ongoing threat to state security or VIA operations which can be reasonably expected

to persist over time. Termination of programs must be issued in writing to the UAGP, and must be copied to any directly relevant superiors, as well as the POVN. All operations executed by the UAGP must cease immediately and

permanently. All personnel shall halt work related to the UAGP immediately and permanently. Termination is not subject to reevaluation. The VIA may issue additional termination procedures on a case-by-case basis.
