Parole

If i become the GuardCaptain I will be doing a lot of parolehearings.
I suspect that this will make the prisoners behave properly. And it may make them less likely to go AFK.
In short, more RP for prisoners and guards

more parole does not mean more crime, as i will focus my hearings mainly on these points:
1 the prisoners past crimes (No parole for RDMers)
2 the prisoners jail time
3 the prisoners behavior

Liberators

We are alredy working on this problem with our friends at the VPD, as we always have.
I do have a some
recommendations for the waren on how to deal with liberators.
such as: snipertowers at the gate, and
