INTRODUCTION:

911b & DOJ

There are two channels as a law enforcement officer. /911b is viewable to all first responders, and also the main form of communication amongs other departments.
Think of it as your police radio.

911 broadcast

A message looks like this:
[???] jjns: 00-00

The ??? is what would be a callsign. Callsigns are used to tell the job of the person speaking. A callsign will be given to you by a superior and typically

will contain both letters followed by numbers.
Typically in this fashion:
[NT-00]
The NT stands for November Delta.
November meaning that this is a state branch, a part of the VPD.
And Tango meaning this is the detective branch.

If the numbers of a callsign is 00 this means they are the leader of their branch.
