Non-Indictment Agreement
On the 1st of January
2021, the Office of
the District Attorney
agrees to not indict
Mandy Willow in Court
for any offenses
made before this date
on the following terms:
1) Ms. Willow shall immediately cease all

criminal activities.
2) Ms. Willow must cooperate with the ODA and DEA in any drug-related cases which may require her expertise. Such a cooperation is binding.
3) Ms. Willow is obliged to surrender all narcotics in her posession and grant

them to the Drug Enforcement Administration as soon as possible, dismantle her farms in their presence and inform of any others carrying out drug crimes that she knows of. This includes former clients of hers.
4) The Department of

Health and Human Services shall offer a physician's services to help rehabilitate Ms. Willow into society.
5) Ms. Willow shall be henceforth considered 'clear' of drug addiction.
6) Ms. Willow may rejoin the EMS when the law allows.

7) If Ms. Willow commits any crime again, she shall be arrested, may face prosecution and the terms of this document shall be made null and void.
