Like cuffs but they're only able to be used by Rebels / Mobsters/ Gangsters.
Wars
Most rebels don't really like warfare, we'd rather have a protest or a war at fb / pent.

Rebel guards (included in ranks)
An overall rebellion lead, higher power than a warlord and they have a permanent position in the rebellion, they can pick a second in command as can the warlord (so basically a 2nd and 3rd in command)
